Kevin joined HM Customs & Excise in 1972 in the run-up to introduction of VAT in the UK. He spent the following 16 years on VAT assurance and enquiry work e.g. checking the validity of businesses' VAT accounting and VAT systems. He progressed up the ranks and assumed the role as district manager of an outdoor control team at the London West End VAT office.
